The University of Szeged (hereafter Inviting Authority) invites candidates to an open procedure for supplying the following service:

„Development of a higly specific anti-Proinsulin monoclonal antibody” (R&D services) for the Department of Physiology, Anatomy and Neuroscience, University of Szeged.

Deadline for submission of offers: October 14th, 2015 15:00

Estimated Date of delivery: in 240 calendar days calculated from the day of contracting, but the user department also accepts earlier accomplishment.

Short specification of service:

1st Workphase

Deadline for completion: due in 30 calendar day from signing the contract

Role: Familiarization with the state of art scientific results in the research area and critical analysis of these results

 

2nd Workphase

Deadline for completion: due in 60 calendar days from signing the contract

Role: Making of a Research Plan that includes:

  • Aims and objectives of the research project
  • Specifies the requirements and conditions which are critical for the successful completion of the research project that should be ensured by the University of Szeged, Department of Physiology, Anatomy and Neuroscience.

 

3rd Workphase

Deadline for completion: due in 180 calendar days from signing the contract

Role:

  • Construction of a research design, systematic investigation according to the research plan,
  • Execution of R&D services in compliance and collaboration with the University of Szeged.

 

4th Workphase

Deadline for completion: due in 240 days from signing the contract

Role: The presentation and interpretation of the research results of the performed R&D work established in the research design

 

The contractor should prepare a summary research report in the end of every work phase that includes the perfomed tasks and achieved results in the particular workphase. The summary research report should include a comparison of the research technique that was used the obtain the scientific results with other methods that could have been used during the research and propose a future plan for the research and potential applications for it.

 

Eligibility criteria:

All tenderers to be considered must possess professional experience in producing poly- and monoclonal antibodies. Proinsulin tends to be a very difficult target for specific antibody production and the commercially available anti-Proinsulin antibodies proved to be non-specific in our assays. Therefore we prefer tenders in which conventional hybridoma production is applied in transgenic mice with improved immune response. Effectivity of the usage of these transgenic animals must be proved by reference.

To achieve the selection of the specific antibody producing hybridoma clone we require the immunization of at least 8 transgenic animals and the screening of 25 pieces of 96-well plates The client prefers tenders in which conventional hybridoma production is applied in transgenic mice with improved immune response. Effectivity of the usage of these transgenic animals must be proved by reference.

 

Proof of eligibility:

Tenderers must submit at least one adequate reference of the last 3 years of generating specific monoclonal antibody against a protein which similarly to Proinsulin was proved to be an immunologically difficult target.

Also, scientific reference of the improved immune response of the transgenic animals must be attached.

 

Notice:

The reference is acceptable if it includes the deadline of completion (month and year), the name of the tenderer, a contact person, the name and phone number of contact person, the subject of service and the contribution of the co-workers to the research.

The tenderer must submit a statement that excludes the conflict of interest and proves their match the eligibility criteria. The statement will be an attachment of the official tenderer proposal.

 

Formal requirements for a valid offer:

  • Name, address, contact information and the contact person of the tenderer
  • Includes an offer for the full service charge in EUR
  • Documents that prove the eligibility
    • References
    • Summary of the applied technology and advantages of the transgenic animals
    • The tenderer statement should prove the exclusion of the conflict of interest and that their match the eligibility criteria.

Evaluation principle: the lowest price

Price of the full service needs to be indicated in the offer in EUR without VAT!

The client will evaluate between the tenders considering the full service prices without the VAT.

Payment method:

The contractor is entitled of the 50% of the full service price in advance payment. The contractor agrees to provide a pro forma invoice that complies with the financial and accounting regulations. After signing the contract the remaining 50% of the full service charge is to be paid in 4 portions. The contractor agrees to provide the client after every work phase with altogether 3 shares of invoice. After the final work phase the contractor can submit a final invoice with the remaining amount of the full service charge if provides a certificate to prove their fulfilled the contract. In this final invoice he must include the down payment as well.

The client will accomplish the advance payment subsequent to singing the contract will complete the payment on the quarterly invoices and on the final invoice within 30 days upon receiving the invoices. All payments will be going through bank transfers.

The official language of the procedure is Hungarian, but offers can also be submitted in English language. The Inviting Authority expects offers from suppliers that can guarantee a prompt delivery and have a stable financial background. The Inviting Authority reserves the right to request further information from candidates within 5 working days in writing . Request for further information will be sent to each candidate with a valid offer. Following the submission deadline, the Inviting Authority evaluates the offers and candidates are informed on the result with the least possible delay.

The Inviting Authority reserves the right to cancel the above offer procedure fully or partially, without any justification. The Inviting Authority is not liable for consequences resulted by the withdrawal.

This call for proposal is not to be considered as a contractual commitment undertaken by the Inviting Authority. The call and the full procedure are subject to the Inviting Authority’s internal regulations.
