Egyetemi Doktori Kiválósági Ösztöndíjak

A Szegedi Tudományegyetem a doktori képzésben résztvevő hallgatók széles körét kívánja támogatni Egyetemi Doktori Kiválósági Ösztöndíj pályázattal.

A Szenátus 2025. március 31-ei hatállyal elfogadta az alábbi ösztöndíj szabályozást:

Doktori Kiválósági Ösztöndíjak

(1) A Doktori Kiválósági ösztöndíjak célja a doktori képzésben részt vevő hallgatók magyar állami ösztöndíjának kiegészítése, egyben a legtehetségesebb, legjobban teljesítő doktoranduszok támogatása, egzisztenciális helyzetük stabilitásának elősegítése, az akadémiai életpályára lépés vonzóvá tétele.

(2) A Doktori Kiválósági ösztöndíjban az adott félévben aktív hallgatói jogviszonnyal rendelkező, doktori képzésben részt vevő hallgatók részesülhetnek. A (4) bekezdés b) és c) pontjában foglalt ösztöndíjakat arra az időszakra nem nyerheti el a hallgató, amely időszakban bármely EKÖP vagy KDP ösztöndíjban részesül. Amennyiben a hallgató aktív jogviszonya az ösztöndíjas időszak alatt megszűnik, úgy részére a Doktori Kiválósági Ösztöndíj a jogviszony megszűnésének napját követő hónaptól nem folyósítható tovább. Doktori Kiválósági Ösztöndíjra csak olyan hallgató pályázhat, aki még nem szerzett abszolutóriumot.

(3) A Doktori Kiválósági ösztöndíj forrása a Szegedi Tudományegyetem által biztosított, az 51/2007. (III.26.) Korm. rendelet 6. §-ban meghatározott saját bevétel valamit a Szegedi Tudományegyetemért Alapítvány (SZTEA) által erre biztosított céltámogatás.

(4) A Doktori Kiválósági Ösztöndíj az alábbi jogcímeken állapítható meg: a) aktív hallgatói státusszal rendelkező magyar és – a hallgatói juttatások tekintetében - magyar hallgatókkal azonos elbírálás alá eső külföldi hallgatók pályázat útján elnyerhető ösztöndíja az SZTE Doktori Ösztöndíj+, b) szakmai kiválóságon alapuló ösztöndíjak az SZTE Kiválósági Doktori Ösztöndíj valamit az SZTE Kiválósági Doktori Ösztöndíj+, c) szakmai kiválóságon alapuló extraösztöndíj alapítványi forrásból a Szegedi Tudományegyetemért Alapítvány (SZTEA) Tehetség Doktori Ösztöndíj.

(5) Az SZTE Doktori Ösztöndíj+ jogcímén az ösztöndíj folyósítására – az aktív hallgatói jogviszonyának megszerzését követően – alanyi jogon kerül sor minden jogosult számára. A (4) bekezdés b) és c) pontjában foglalt ösztöndíjakra pályázatokat az őszi félévben, a Doktori Intézet mindenkori kiírása szerinti határidőn belül erre rendszeresített, önálló pályázati űrlapon kell benyújtani. A pályázat alapján elnyerhető ösztöndíjak 12 hónapra (szeptember-augusztus) szólnak. A Doktori Kiválósági ösztöndíj bármely típusa együttesen legfeljebb az állami ösztöndíjas félévek számának megfelelő félévre, maximálisan 8 félévre nyerhető el.

(6) A Doktori Kiválósági ösztöndíj megállapítása a Doktori Intézet által kiírt pályázat alapján történik. A pályázati felhívás tartalmazza a pályázati feltételeket, a benyújtás határidejét, az értékelés szempontrendszerét és az ösztöndíjra való jogosultsággal összefüggő követelményeket. A Doktori Iskolák a (9) bekezdés szerinti keretrendszeren belül saját tudományterületi jellemzőik figyelembevételével tanévenként határozzák meg a pontozási rendszerük részleteit. A szempontrendszer tervezetét az SZTE DÖK véleményezi. (7) A Doktori Intézet rendkívüli pályázatot hirdet minden tanév tavaszi féléve során a (4) bekezdés a) pontjában rögzített SZTE Doktori Ösztöndíj+ tárgyában. Erre a pályázati felhívásra kizárólag azok a hallgatók adhatnak be pályázatot, akik egyrészt megfelelnek a jelen szabályzatban támasztott általános követelményeknek, másrészt akiknek a jogviszonya a tavaszi félév során válik aktívvá. A rendkívüli pályázat keretében elnyert ösztöndíj 7 hónapra (február-augusztus) szól.

(8) Arra az esetre, ha bármely hallgató (4) bekezdés b) és c) pontja alapján elnyert kiválósági ösztöndíja a tavaszi félév kezdete előtt (minden év január 31-ével bezárólag) bármely okból többé nem folyósítható, a Doktori Intézet az ilyen felszabaduló ösztöndíjas helyekre rendkívüli pályázatot ír ki. Erre a pályázati felhívásra kizárólag azok az adott doktori iskola képzésére beiratkozott hallgatók adhatnak be pályázatot, akik egyrészt megfelelnek a jelen szabályzatban támasztott általános követelményeknek, illetve akik az adott tanév rendes, őszi pályázati időszakában nem részesültek kiválósági ösztöndíjban. A rendkívüli pályázat keretében elnyert ösztöndíj 7 hónapra (február-augusztus) szól.

(9) A pályázatok elbírálása szempontrendszerének kialakítása során a doktori iskoláknak pályázók kiváló szakmai tudományos teljesítményétteljesítményét, valamint az oktatási tevékenységét kell értékelni, az alábbi általános szempontok figyelembevételével:: a) kiváló szakmai/tudományos teljesítmény (a szerezhető pontok max. 70 %-a) aa) tanulmányaikban a komplex vizsga előtt álló hallgatók esetében: -OTDK részvétel vagy azon elért eredmény -konferencia absztrakt benyújtása vagy előadás tartása -legalább Q2 – vagy a tudományterületi sajátosságok szerint MTA „B” – besorolású közlemények -a közleményekre kapott citációk száma -részvétel elnyert kutatási pályázatban ab) tanulmányaikban a komplex vizsga után álló hallgatók esetében: -legalább Q2 – vagy a tudományterületi sajátosságok szerint MTA „B” – besorolású közlemények - konferencia absztrakt benyújtása vagy előadás tartása -közleményre kapott citációk száma -részvétel elnyert kutatási pályázatban b) oktatási tevékenység (a szerezhető pontok max. 30 %-a)

(10)A (4) bekezdés b) és c) pontjában foglalt ösztöndíjak odaítéléséről – a Doktori Iskola vezetőjének javaslata alapján – az Egyetemi Doktori Tanács határoz. Az Egyetemi Doktori Tanács határozata tartalmazza a pályázatra a doktori iskolák által kialakított szempontrendszer szerint adott pontok részletezését.

(11)A (4) bekezdés b) és c) pontjában foglalt ösztöndíjak elnyerése érdekében benyújtott pályázatok értékelését és rangsorolását a Doktori Iskola két oktatójából és az SZTE DÖK delegáltjából álló Bírálóbizottság végzi. A doktori iskolák vezetői, szükség esetén, több bírálóbizottság felállítását is elrendelhetik. Az ösztöndíjak odaítélésére – a bírálóbizottság rangsora alapján – a Doktori Iskola Vezetője tesz javaslatot az Egyetemi Doktori Tanácsnak. A Bírálóbizottság munkájában résztvevő PhD hallgató ki van zárva a saját pályázatának elbírálásából.

(12)Az Egyetemi Doktori Tanács határozatával szemben - jelen szabályzatban foglaltak megsértése esetén 8 napon belül fellebbezésnek van helye. A Fellebbezést a Doktori Kiválósági Jogorvoslati Tanács bírálja el.

(13)A Doktori Kiválósági Jogorvoslati Tanács tagjai az EDT elnöke által felkért, egyes tudományterületi doktori tanácsok egy-egy fokozattal rendelkező oktatója és a Doktorandusz Önkormányzat delegáltja. A Doktori Kiválósági Jogorvoslati Tanács titkára a Doktori Intézet Igazgatója.

University Doctoral Excellence Scholarships

The University of Szeged wishes to support a wide range of students participating in doctoral training with the University Doctoral Excellence Scholarship application. With the effect of March 31, 2025, the Senate adopted the following scholarship regulations:

§ 10 Doctoral Excellence Scholarships

(1) Doctoral Excellence Scholarships are aimed at supplementing students participating in doctoral training with Hungarian state funding, at the same time aimed at supporting the most gifted, best-performing PhD students, facilitating the stability of their pecuniary standing, and making the start of one’s academic career sing.

(2) In a given semester students participating in doctoral training with active student status can be awarded a Doctoral Excellence Scholarship. One can’t be awarded scholarships listed in point b) and c) of subsection (4) for the period during which they are awarded an EKÖP or KDP scholarship. If one’s active student status terminates during the grant period, Doctoral Excellence Scholarship can’t be remitted for them any longer from the month following the date of termination of active student status. Only students that still haven’t obtain a transcript certifying completion of all credits are able to apply for Doctoral Excellence Scholarship.

(3) Resources of Doctoral Excellence Scholarships are private incomes secured by the University of Szeged in the manner specified by section 6 of government decree (III.26.) 51/2007, as well as the ring-fenced earmarked subsidy secured by the Foundation For the University of Szeged (Uni Szeged Foundation).

(4) Doctoral Excellence Scholarship can be ascertained under the following titles:

a) scholarship called SZTE Doctoral Scholarship+ (SZTE Doktori Ösztöndíj+) can be obtained by application submitted by Hungarian students with active student status and submitted by international students coming under equal treatment – in terms of student allowances – with Hungarian students,

b) scholarships based on professional excellence, the SZTE Excellent Doctoral’s Scholarship (SZTE Kiválósági Doktori Ösztöndíj) and the SZTE Excellent Doctoral’s Scholarship+ (SZTE Kiválósági Doktori Ösztöndíj+),

c) extra scholarship based on professional excellence, secured by foundation resources, the Foundation For the University of Szeged (Uni Szeged Foundation) Gifted Doctoral’s Scholarship (Tehetség Doktori Ösztöndíj).

(5) Under the title of SZTE Doctoral Scholarship+ (SZTE Doktori Ösztöndíj+) the scholarship is being remitted – following the acquisition of active student status – to all eligible based on civic right. Applications for scholarships listed in point b) and c) of subsection (4) must be submitted in the autumn term on a self-contained application form standardized to this end, within a set time pursuant to the current announcement of the Doctoral Institute. The scholarships awarded based on the application are valid for 12 months (September to August). Any type of Doctoral Excellence Scholarship is available jointly for not more than the number of semesters corresponding to the number of state-funded semesters, thus for a maximum of 8 semesters.

(6) The fixing of Doctoral Excellence Scholarship is based upon the application announced by the Doctoral Institute. The announcement comprises competition rules, closing date for applications, criteria for assessment and requirements connected with the eligibility for the scholarship. Doctoral Schools specify the details of their scoring system every academic year in consideration of the traits of their subject area within the scope of subsection (9). The Doctoral Student Association, University of Szeged (SZTE DÖK) is the one that reports on the draft of the criteria.

(7) The Doctoral Institute announces an extraordinary application in the course of the spring term of each academic year in the subject of SZTE Doctoral Scholarship+ (SZTE Doktori Ösztöndíj+) which has been recorded in point a) of subsection (4). Only students that suit the general requirements laid down in the present regulations and whose student status becomes active in the spring term can submit an application for this announcement. The scholarship awarded based on the extraordinary application is valid for 7 months (February to August).

(8) In case the excellence scholarship awarded to any student under point b) and c) of subsection (4) for any reason before the beginning of the spring term (annually by January 31st inclusive) isn’t available anymore, the Doctoral Institute announces an extraordinary application for these vacant scholarship places. Only enrollees of the given doctoral-granting school that suit the general requirements laid down in the present regulations and that weren’t awarded an excellence scholarship in the regular autumn application period of the given academic year can apply for this announcement. The scholarship awarded based on the extraordinary application is valid for 7 months (February to August).

(9) In the course of the formation of the applications’ assessment criteria the doctoral schools have to appraise the applicants’ academically and professionally excellent attainments as well as their teaching activity in consideration of the following general guideline:

a) excellent academic/professional achievements (max. 70% of the possible score)

aa) in the case of students that are about to take their complex examinations in their studies:

  - participation or attainment in OTDK

- submissing a conference’s abstract or presenting a paper

- at least Q2 classified (or in accordance with the features of the given subject area MTA ” B” classified) publications

- number of citations received for publications

- participation in obtained research scholarship

ab) in the case of students that have already taken their complex exams in their studies:

- at least Q2 classified (or in accordance with the features of the given subject area MTA ” B” classified) publications

- submissing a conference’s abstract or presenting a paper

- number of citations received for a publication

- participation in obtained research scholarship

b) teaching activity (max. 30% of the possible score)

(10) The University Doctoral Council (Egyetemi Doktori Tanács) is the one that resolves on the award of the scholarships listed in point b) and c) of subsection (4) (by following up the proposal of the Doctoral School’s leader). The decision passed by the University Doctoral Council (Egyetemi Doktori Tanács) comprises details about the criterion-referenced points awarded to the application according to the criteria formed by the doctoral schools.

(11) The Evaluation Panel comprised of two academics from the Doctoral School and of a delegate from the SZTE DÖK is the one that carries out the evaluation and ranking of the applications submitted for the scholarships listed in point b) and c) of subsection (4). If necessary, the doctoral school leaders can order to set up several evaluation panels. The Leader of the Doctoral School is the one that puts forward a proposal to the University Doctoral Council for the award of the scholarship (on the basis of the ranking carried out by the evaluation panel). The PhD student taking part in the work of the Evaluation Panel is excluded from the assessment of their own application.

(12) An appeal may be lodged within 8 days against the decision of the University Doctoral Council in case of any breach of the present regulations. Appeals are being adjudged by the Doctoral Excellence Legal Remedy Council (Doktori Kiválósági Jogorvoslati Tanács).

(13) The membership of the Doctoral Excellence Legal Remedy Council is comprised of academics with a degree from a doctoral council specialized in a certain area, invited by the president of EDT, as well as the delegate of the Doctoral Student Association. The secretary of the Doctoral Excellence Legal Remedy Council is the director of the Doctoral Institute.
