Detailed tasks:

The support of international experts in the development of a Transnational Strategy for attracting and reintegrating qualified migrants by:

 

· Supporting the project in the final preparation phase of the document including appropriate structuring of the strategy’s content;

· Preparing the final version of the document by validating the formulation aspects of the content (by focusing on the correctness of the English language);

· Preparing a short summary (3-4 pages) of the Transnational Strategy for stakeholders and politicians; and

· Drafting a paper on the concept of a transnational network of decision makers for transfer of knowledge to support remigration processes.

 

The Contracting Authority will consider the above mentioned condition fulfilled if the Contractor demonstrates that he has or will have at his disposal a team of experts consisting of:

 

1. one project manager/coordinator, who:

- has experience in managing/coordinating the project team for the project with the focus on regional development or territorial cooperation

- has experience in the preparation of a minimum of two strategic documents with a decision making body preferably connected with regional development (analysis and/or action plan and/or evaluation and/or research and/or concepts with guidelines character) in international projects

- has experience in migration and/or mobility related issues

- speaks English at least at an advanced level (professional) or above (minimum level C1 according to the Council of Europe’s scale).

 

Justification of conditions:

· list of projects to which the project manager/coordinator has contributed.

· list of strategic documents to which the project manager/coordinator has contributed.

· contact information of relevant 3rd party contracting parties who can confirm the experiences of the team member(s).

· certificate confirming language ability: certificate of language test or documents proving citizenship (in case of coordinator/manager from English speaking country, e.g. passport, ID card etc.) or copy of diploma from an English speaking university or copy of a paper/article published in high quality professional journal in English written by the coordinator/manager

2. at least two members of a team of experts (including the manager/coordinator), who speak English at least at an advanced level (minimum level C1 according to the Council of Europe’s scale) and jointly fulfil all of the following requirements:

- has at least 3 years of experience working in international projects financed by the EU;

- has at least one member in the team with a scientific background at least at PhD level (to validate scientific perspectives contained within the document) in the field of economy, geography or regional science;

- has participated in the implementation of at least one evaluation or expert study in the field of regional development policy as a member of the research team (participation in the implementation of an expert study shall be understood as providing a substantive contribution to the creation of the final report from the evaluation or expert study);

- is an author of at least one publication on regional studies.

 

Justification of conditions:

Payment terms:

The currency of invoice and payment is EUR or HUF. The payment takes place in 60 days from the date of the invoice’s delivery, with bank transfer on the basis of the proof of the performance issued by the Institute.

The official language of the procedure is Hungarian, but offers can also be submitted in English language. Following the submission deadline, the Inviting Authority evaluates the offers and candidates are informed on the result with the least possible delay.

The Inviting Authority reserves the right to cancel the above offer procedure fully or partially, without any justification. The Inviting Authority is not liable for consequences resulted by the withdrawal.

This call for proposal is not to be considered as a contractual commitment undertaken by the Inviting Authority. The call and the full procedure are subject to the Inviting Authority’s internal regulations.
